Apparently it isn’t enough to help with a little payroll problem: “Mayor Ray Nagin said he’s worked for weeks to try to find the financing that would allow him to keep the city workers on the payroll. However, he said in the aftermath of Hurricane Katrina, that isn’t possible.”
