When they compiled this list of “targets” esentially the required lawmakers (or more correctly the lawmakers aides) to provide the list of their states critical targets. So naturally each State created as many “highly critical” needs to try and swing balance in their favor.

The sad part is that prior to accepting these lists for inclusion, nobody actually looked at what was being submitted.
